Not really sure of specifics in Singapore, but generally, anytime it concerns credit cards, one can pretty well expect lousy exchange rates plus in China, trying to locate an ATM which will actually work with your card is many times not an easy task!
How about just bringing in cash and opening up a bank account when you get here; then you can make your withdrawals anytime. Best if you chose Bank of China as they've got an extensive nationwide branch network - although please note that I think there are charges if you withdraw out of province or even at another town (never could figure why and where they do this as I've withdrawn in Beijing and not get charged extra, but got dinked in nearby and in-province Foshan!!).
Not difficult to open a bank account in China just with your passport - but you will want to keep your old passport as they do insist on using the number of your old passport even when you've replaced it with one that has another number.

Yes SWL hotel ATM and the one at the Miraton works for a lot of foreigners - in fact these 2 ATMs are the ones I direct friends to - but if you try a lot of other ATMs in town.... And in other parts of China... I think you'll find that it's not the case most times. Even the ATM at the Yihao lobby doesn't work for one of my friend's card (although another friend had no problem).
In any case, it's probably astute to not only rely on one method for your cash needs anywhere in China (or indeed when traveling anywhere else) and that it's probably best to have prepared another method just in case.

Not really sure - I opened mine with a bit more but I believe the minimum should be quite low. For sure less than what you'd need even for a couple days "recreation" in ChangPing !! LOL
I also know that locals can open an account for even 100 rmb as I went with a local friend and she only deposited rmb100 to do so.
You will want to leave enough in your account as they have monthly charges for card fee etc (3 rmb) and I forget what else.
Bank opening hours are very long - I think most banks in ChangPing is open 6 days a week 9 - 5 (perhaps even longer - not sure)
