In his New Year's speech, Singaporean Prime Minister Lee Hsien Loong called upon people in Singapore to resist protectionism and nativist nationalism. He said that Singapore, as a small country, cannot shut itself from the rest of the world. Lee's words embody the country's worry of reverse globalization. The development of Singapore relies heavily on foreign trade. However, with Brexit, US President-elect Donald Trump's emphasis on protectionism and former Italian prime minister Matteo Renzi's failure in constitutional reform, the world has seen the emergence of populism and objection to foreign trade. There are two goals in Lee's speech. First, he wanted to unite the Singaporean people to oppose the tide of reverse globalization. Second, Lee called on other countries to safeguard common interests among different countries rather than only focus on their own interests. But the incoming US president and the widespread populism in Europe may heavily reduce the effects of Lee's appeal for seeking common interests. In the speech, Lee also referred to the bleak prospect of the Trans-Pacific Partnership (TPP). As a founding signatory of the TPP, Singapore has been playing an active role in promoting the initiative. Nevertheless, the TPP is facing objection from Trump. Even though Japan, an important participant in the TPP, has passed a related bill about the deal in the country's House of Representatives, most participating countries are taking a wait-and-see attitude. If the Trump administration were to substantially modify or abolish the TPP, countries involved would have to pursue other avenues of economic cooperation. Lee's worries for the TPP also reflected Singapore's consistent push for free trade. Singapore has benefited greatly from the global trading system. If every country closed its doors and built trade barriers, it would damage Singapore's survival and development. Therefore, the Regional Comprehensive Economic Partnership (RCEP) is an opportunity for Singapore to expand economic cooperation, just as Lee said in the speech. With the TPP facing its demise, Singapore will pay more attention to the RCEP to promote free trade in the Asia-Pacific region, and play an active role in it. As the world's second-largest economy, China is the key driver of the RCEP. Lee's positive attitude toward the RCEP will greatly help boost trade and financial cooperation between China and Singapore. But noticeably, the future of the Sino-Singaporean relations mainly depends on Singapore's attitude toward China. In 2016, Singapore was up against China for the Taiwan question and the South China Sea dispute, and the mutual political trust between the two countries was greatly damaged. On November 23, nine of Singapore's armored vehicles were ferreted out and detained by Hong Kong Customs officials in a ship from Taiwan when transiting through the area. Singapore said the vehicles were used "in routine overseas training." Detaining the vehicles issued a warning to Singapore that it should not interfere in the Taiwan question. Singapore has relied on China for economy and the US for security. If it still holds an unfriendly stance toward China on the South China Sea dispute and the Taiwan question, Sino-Singaporean political cooperation and mutual trust will continue to suffer, which will, in turn, affect bilateral economic cooperation.

MPs to seek answers on Terrex issue in Parliament
Published: 1:35 PM, January 6, 2017 SINGAPORE — The seizure and detainment of Singapore Armed Forces (SAF) armoured vehicles by Hong Kong customs will be one of the main topics on the Parliament’s agenda when it sits on Monday (Jan 9). The Order Paper published on Friday (Jan 6) showed that six Members of Parliament (MPs) have tabled questions on the issue, touching on areas such as Singapore’s relations with China, whether any military secrets could be compromised, and what are the steps the Government is taking to get the vehicles back. The MPs also want to know whether the Ministry of Defence is reviewing its existing contractual arrangements for the transportation of military equipment between Singapore and foreign ports. Sembawang Group Representation Constituency MP Vikram Nair, for example, asked Defence Minister Ng Eng Hen for an update on the situation and whether Singapore is likely to get the vehicles back, and if not, what are the remedies available. Aljunied GRC MP Pritam Singh questioned “whether any confidential or secret equipment and information (were) compromised or potentially disclosed to foreign powers”. Directing his question to Foreign Minister Vivian Balakrishnan, Chua Chu Kang GRC MP Zaqy Mohamad wanted to know what is the current state of relations between Singapore and China in view of the seizure, how the Republic can “continue to balance its existing trade and foreign relations interests with strong expectations from China to align with its One China policy and claims over the South China Sea”, and what are the plans to “normalise relations”. Last Friday, Dr Ng said on Facebook that Singapore has been working at all levels of government “quietly and out of the limelight” to get the Terrexes back from Hong Kong. Describing the seizure of the Terrexes on Nov 23 as a “low point in 2016 from the defence perspective”, Dr Ng added that “the SAF will learn from this episode and has already changed its practices to better protect our assets”.
