In Singapore, it's a very real basic fact that once someone increases the price, all others will follow suit by quoting the others actions. All are driven by profit motives only and please, when has the govt ever come out and regulate prices or penalise owners? Don't daydream. The govt also earns small percentage from the owners revenues too.
We are greedy by nature and this is what drives people here. There are lesser individuals who are not greedy but what is that percentage? If it's not to maximise and earn every single cent from fellow humans, then lots of things wouldn't be so expensive, especially rental which is also driven by the govt to increase their intake from land value. Fact of life here and most places too. |

Lower income households to get water-efficient flushing systems for free

It plans to replace the 9-litre water closets of households with water-efficient 4-litre ones for free, announced Minister for the Environment and Water Resources Masagos Zulkifli on Wednesday (March 8) in Parliament. This group of households reside in flats that have yet to undergo the Home Improvement Programme (that includes replacement of water closets), and were built before public flats came with more water-efficient flushes. PUB said the households would “immediately” save five litres of water per full flush and could potentially save 10 per cent in their monthly water bill. More details will be provided later. Water has hogged the headlines since a price hike of 30 per cent over two rounds was announced by Finance Minister Heng Swee Keat in his Budget speech on Feb 20. Mr Masagos also announced other measures to manage water demand in his ministry’s Committee of Supply debate. PUB will install smart shower devices in 10,000 new homes over the next few years under a demonstration project. This is based on an earlier study it conducted with the National University of Singapore that found people using less water when showering when they had devices providing real-time information. From October next year, dishwashers will be part of the Mandatory Water Efficiency Labelling Scheme. By Siau Ming En Published: 12:10 AM, March 11, 2017 Updated: 2:29 AM, March 11, 2017 SINGAPORE — When Singapore decided to shift its immigration and Customs checkpoint away from the old Tanjong Pagar railway station in 1998, Malaysian Prime Minister Mahathir Mohamad told a rally in Johor Baru that their country’s “good nature” should not be taken for granted by others. “Cut, cut, cut,” chanted the crowd, urging their government to cut off Johor’s water supply to Singapore. The relocation of the checkpoint was one of several sticky points that were part of quid pro quo negotiations during the Asian Financial Crisis, when Singapore sought future water supplies in return for financial aid to Malaysia. This was not the first time Singapore’s northern neighbour had threatened to stop supplying water. That very same year, a team from the national water agency PUB was sent to the United States to study their water-reclamation projects, hoping to revive an earlier failed experiment with water membrane technology. Within a decade, Singapore launched NEWater in 2002 and built its first desalination plant in Tuas in 2005. The development of the “four national taps” strategy in the early 2000s, consisting of local water catchments, water from Johor Baru, NEWater and desalinated water, marked a big turning point: Singapore had turned its vulnerability into strength and became recognised internationally for its water resource management capabilities. The Republic can, if necessary, become completely self-sufficient after 2061, when the 1962 Water Agreement with Malaysia would expire — a position previously espoused by government leaders over the years. However, it was during the same time that the message of water as “a strategic issue and a matter of national security” — as several Cabinet ministers took pains to stress during the recent Budget and Committee of Supply debates — gradually became lost on Singaporeans, experts told TODAY. While the recently announced 30 per cent hike in water fee was a necessary “shock treatment”, the authorities would not have to resort to it if the messaging had been consistent and water priced correctly all these years, they argued. “We should have emphasised that while we gained greater water security as a result of NEWater and desalination, that security comes with a price - higher water prices,” observed Associate Professor Donald Low, a behavioural economist from the Lee Kuan Yew School of Public Policy (LKYSPP). He pointed out that Singaporeans’ attitudes shifted after the NEWater breakthrough. Instead, the pricing structure should be pegged to the number of people in the household and entail discounts for households which manage to cut back on their water usage. This was the view of Dr Jochen Krauss, a pricing consultant who has more than nine years’ experience in consulting national and international clients. “A fair system needs to differentiate users. And a way to differentiate users is by introducing tiers,” he said, ahead of World Water Day tomorrow. Since the Government announced last month that water prices would go up by 30 per cent in two phases, varying opinions on how the pricing structure here should change have been floated: For instance, charging the well-to-do higher rates, and differentiating prices by household type. In Singapore, the tiering is based on volume. Households pay S$1.17 per cubic metre of water if they use less than 40 cubic metres each month, a threshold introduced during the last price revision in 2000. Those who use more than that pay S$1.40 per cubic metre. Dr Krauss disagreed that pricing should be tied to income levels or the size of a house, given that water is a universal resource. But it is the Government’s responsibility to ensure the lower-income can afford and have access to water, he added. While someone living in a bigger house could use more water, he noted that this “does not constitute basic usage anymore”. “We’re talking about water, not the number of air-conditioning units. If you have a larger house, then you have more rooms to cool down ... but still, you are the same person. 43% of Singaporeans against water price hike: REACH

Of the 1,111 Singaporeans polled by phone after the Budget announcement, 43 per cent said they were against the water price hike. Only 32 per cent agreed with the move and the remaining 24 per cent were neutral, the agency tasked with engaging Singaporeans noted. While many Singaporeans were initially unhappy about the price hike, REACH said that the sentiment shifted at their feedback booths after efforts made by various agencies and political office holders to explain the increase. “We understand Singaporeans’ concerns. For those who are affected by the rising costs, there are measures to help households through the increase in U-Save rebates,” said Minister of State in the Prime Minister’s Office and Ministry of Manpower Sam Tan. Mr Tan, who is also the REACH chairman, added: “We also hear the suggestions of some Singaporeans to improve communication on the water increase, and to do more public education so that everyone can work collectively to understand the need for water conservation.” Overall, support for Budget 2017 initiatives stood at 52 per cent. Mr Lee noted that the announcement, made by Finance Minister Heng Swee Keat in his Budget statement "provoked a strong reaction from Singaporeans". "In retrospect, perhaps we should have spent more time explaining this before announcing the increase, then people wouldn't have been so surprised," he said. But the increase is "absolutely necessary", he added, underlining just how precious water is as a resource. National water agency PUB is also investing in various infrastructure like NEWater and desalination plants, pipelines and sewage treatment plants. "If the water tariffs are not enough to pay for these, PUB would still have to build all this, and we would still have to pay for this. But instead of paying for it through the water tariff, we would have to pay for it through our taxes and I think it's fairer to pay for it through the water tariff. Those who use the water pay for the water, rather than from general taxes and we use the GST or your income taxes, or your car taxes to pay for water." As the economy grows, the country will need more water, said Mr Lee, adding that climate change will also cause the supply of water to be less predictable. And as the population in the Malaysian state of Johor continues to grow, this means that the resource will come under pressure due to a corresponding growth in demand, he said. Singapore draws more than half of its water supply from Linggiu Reservoir. Water levels there hit record lows in recent months. "We've got to treat water very, very seriously. It's one of the things which Mr Lee Kuan Yew used to be obsessed with.
