Taipei taxi is reasonable cheap. Furthermore, Taipei don't have massive traffic jam like in Beijing, Shanghai, Bangkok, or Jakarta... so better determine your prefer hotel instead...

If you want walking distance u can try Yomi hotel I stayed here during my last trip, in the middle of the whole lin sen north road (near min sheng east road section 1 and lin sen north road junction), the rooms are ok but the breakfast not really good. If you wan some nice hotel can try FX hotel or Rou Mei Hotel but these are slightly further away from lin sen north road. If you are into clubbing then u can try to find out on renting apartment for short stays near xin yi area and yes taxi is cheap no much traffic jam. Even MRT is nearby.
