Capitol hotel is quite girl friendly......
All 5 star hotels are GFriendly
Just make sure when you book the hotel, tell them you are booking for 2 adult and the other party will come in later then you should not be paying extra.

Try Karama Hotel, I think about S$120.
But depend on your luck whether you need to pay extra for bringing gal up to your room.....
Some of my friends kanna need to pay 100dhs, while some did not need to....

I think Admiral Plaza also quite gal friendly. Also about S$120.
