It sure sounds like an anomaly. For the longest time, the age of consent (to sex) has always been 16 in Singapore.
In most parts of the developed world however, the age of consent is 18. A few years ago, some social activists raise the issue of Singaporeans having sex with underaged sex workers in places such as Thailand and Batam. As a result of their lobbying, Singapore passed a law decreeing that it is legal to have sex with sex workers below 18 (in order to conform to international standards), whether at home or overseas. But for non-sex-workers, the age of consent remains at 16. In summary, if you pay a girl for sex, you better make sure she's 18 or older. On the other hand if you persuade a girl to have sex with you, it 's not an offence if she's 16 or older. A messy situation no doubt, but laws will evolve over time to something more consistent.
