If i did not remember wrongly theres this section called extortion (found it: chap 224 penal code sec 383) which police can charge them with. And soliciting for the girl. If the guy is her pimp he can b charged with living off the earnings of a woman. There can be elements of common intention or abetment as well.

Your type of case happened before. Guy exposed his body via webcam to a girl. Pics were saved by the girl. Bf n girl asked guy for $. After giving them $ a few times, he report police and they were charged for extortion.
